Description

In many developing countries, there are fragmented programmes and schemes for the provision of social protection. The databases and IT systems used by governements and social security institutions in many of these countries are also fragmented with no interoperability and often out of date and the institutions do not have the capacity to maintain and update these IT systems. SOC/ASU is conducting around 10 actuarial valuations per year of social security instituions (SSIs) in developing countries. In conducting these actuarial valuations, ASU often notes the weaknesses in the information systems used by SSIs and the lack of connection between the various systems used, leading to discrepancies in the data provided. SSIs often do not have the capacity to analyse their MIS needs and often rely on commercial MIS providers or IT consulting firms to acquire and implement new MIS systems. Often the implementation of these new MIS have been very expensive and have not delivered the expected outcomes. The project will contribute to the improve the management and administration of social protection schemes in supporting the implementation of an open source Management Information System, openIMIS, for the administration of social protection schemes in a number of selected countries. The present project aims at supporting the realization of one immediate objective that is to implement openIMIS for the administration of social protection schemes in countries matching the openIMIS catalytic fund criteria. The project also includes capacity building and initiate a training course on the implementation and governance of MIS, based on openIMIS, to ensure long-term sustainability of this project.
