Description

This intervention addresses informality in Uzbekistan, with particular attention to groups that face greater challenges on the path to decent work. It supports the tripartite constituents in providing adequate labour protection to workers in informal employment and in diverse forms of work arrangements, through new, innovative and integrated policy measures, including through increased representation of their interests in social dialogue mechanisms at all levels. The intervention targets workers in the informal economy, workers at risk of being engaged in informal employment and those in diverse forms of work arrangements. The main collaborating partners are the Ministry of Employment and Labour Relations, the Federation of Trade Unions of Uzbekistan, the Confederation of Employers of Uzbekistan, leaders of workers and employers’ organizations, labour activists. The expected results include: (1) revised and improved strategies addressing transition to formality, based on a validated gender-responsive diagnosis on the regulatory environment and compliance gaps in labour protection for workers in informal employment; (2) modernized employment and social protection services; (3) development of schemes for the extension of maternity protection to workers in informal economy; (4) strengthened institutional, organizational and technical capacities of workers’ organizations at the national and sectoral levels to attract, organize, protect, service and represent workers in informal employment; and (5) strengthened social dialogue on strategies that support formalization.
