Description

The Government of Malawi considers Social Protection as a critical tool in the fight against poverty, resilience building and the promotion of human development and economic growth. As guided by its National Social Support Policy (NSSP), the Malawi National Social Support Programme (MNSSP II) was launched to operationalize the policy in period of 2018-2023. The MNSSP II recognises that the needs of poor and vulnerable households change over the course of the lifecycle and during times of shocks. It recognises the need for all social support programmes to coordinate and jointly work towards providing consumption support and building resilient livelihoods, throughout the life cycle. Among its strategic objectives, the MNSSP II seeks to: “Invest in technical, human resource and operational capacity at all levels – through the development and implementation of a well-prioritised and systematic strategy to strengthen capacities of coordination and implementation structures at national, district, and community levels.” The MNSSP II Implementation Plan proposes under Action Point 5.10 to “Build skills: institutionalize social protection courses and links to research institutes; provide all priority training identified in the capacity needs assessments; and conduct learning visits (external, intra and inter-district and community level)”. This project uses the TRANSFORM Social Protection Capacity Building and Leadership Course to advance skills in social protection at the national and district levels. The project supports the implementation of the overall roll-out strategy for TRANSFORM in Malawi, particularly: a) 4 District Level applications of TRANSFORM; b) 1 Senior Policymaker applications of TRANSFORM for District Commissioners; and c) 1 Training of Trainers for the TRANSFORM Learning Package for Social Protection. The project runs from November 2019, to June 2020, lead by the Ministry of Finance, Economic Planning and Development and the Ministry of Local Government and Rural Development, with the support of the ILO, GIZ, UNICEF and WFP.
