Results achieved

• The Philippine Development Plan 20172022, launched in January 2017, identified the Social Protection Floor (SPF) as one of the strategies to achieve universal social protection under the strategic framework and reduce vulnerability of individuals and families.

• (1) The legal framework, including the Sub-Decree for the establishment of the National Health Insurance (NHI) Scheme were developed and finalized by July 2015

• (2) 15 Social Service Delivery Mechanism (SSDM) were established and are operational in 2 targeted districts and 13 commune offices by July 2015 based on a pilot model.

• Government Action Plan (20122016) approved in 2012 which includes measures to improve social welfare, strengthen social insurance and create a multi-tiered pension system.
