Output 2.5 - Options linking the cash transfer programmes with promotion of livelihood skills are designed and tested

The Cambodia Social Protection Policy Framework 2016-2023 provides the space for integration and strengthening of the complementary between the selected cash transfer programmes and livelihood skills building, including TVET to support sustainability of livelihoods of the poor households and individuals. With accelerated development of the cash transfer programming in 2019 and 2020, as well as under future family package, technical assistance will be provided by UNICEF, in collaboration with ILO, to develop recommendations and design the operational approach to link the cash transfer programmes and the livelihoods skills development and TVET programmes as envisaged under the NSPPF and Covid-19 Recovery Plan. The focus will be on linking households with young children and young people receiving the core cash transfers with skills building opportunities in order to diversify their access to economic opportunities. Direct support will be provided to MoSVY to test the delivery of this programme in collaboration with the Ministry of Labour and Vocational Training. The pilot should result in costed options to support advocacy for expansion at national level. In order to develop a programme adjusted to the needs of the poorest households, a small-scale study will be implemented to provide evidence-base on the barriers faced by the poor and vulnerable households in accessing the livelihoods skills and TVET training.
