Advancing Social Protection in Cambodia

Output 1.1. – Evidence demonstrating the potential macro and enterprise impact of social security on the Cambodian economy and poverty

Under Output 1.1, ILO and EU will jointly develop evidence (research/briefs) and promote dialogues through seminars with government stakeholders, trade unions and employers groups. This includes a study on: (1) the near term macro-economic impact on the Cambodian economy; (2) the longer term productivity gains, and hence the contribution to the Government’s Vision 2050 objectives; and (3) the impacts on poverty and employment levels through the extension of social protection coverage to the informal economy. This major study will serve as policy advice to the Government (specifically the Ministry of Economy and Finance) to provide justifications and potential social protection coverage options for the informal economy. This will also include studies to support the formalisation of the economy and employment.  This would provide an investment case for public investment in the social security system, and be linked to a policy agenda to deliver expanded coverage. Evidence produce from these output will also be communicated to employers and workers through Output 1.4 to sensitize employers and workers on the importance of social protection and serve as an impetus for a more comprehensive coverage and protection.
