Outcome achieved

On 24 November 2023 the Government adopted the Resolution No. 42 on “Continue to reform the social policies in the new period” regarding Social Policies Development for the 2023-2030 with a vision to 2045. This Resolution provides strategic directions for building a comprehensive social policies framework towards expanding the social protection coverage to ensure universal coverage which leaves on one behind. The Resolution also aims at increasing integration between social security branches, as well as between SP and employment policies. The Resolution will act as the Framework for reforming social policies in Viet Nam in the next 10 years. The Resolution has been widely consulted with all related stakeholders and social partners. In Jan 2023, the Government completed the Review of 10 year of implementation of the Resolution 15-NQ/TW on Social Policies 2012-2022.

ILO's contribution to the outcome

ILO developed 3 reports to support the review of the Resolution. The reports provided evidence-based knowledge to promote a multi-tiered social protection system, using a life-cycle approach, towards a social protection floor, with a focus on expanding protection to informal economy workers, women, children and other vulnerable groups. ILO provided support for 4 national high-level consultation workshops to facilitate the policy dialogue on the review of Resolution and policy option for reforming the social security system under the new Resolution.

Gender equality & non-discrimination

In May 2023, ILO supported the Viet Nam Women Union in developing the Gender training package for policy advocacy in Social Protection. The Gender training package significantly increased VWU’s internal capacity building system, benefiting thousands of VWU staff at central and local level. This in turn contributed to improve the quality of policy advocacy towards gender-responsive social protection policy in Viet Nam at all levels Also, a Gender Impact Assessment report on adapting social insurance to women's life courses was conducted, accordingly, the two policy briefs that recommend increasing adequacy and narrowing down gender gaps in coverage and benefits were published for policy advocacy. The New Resolutions has significant impacts on gender equality and non-discrimination. The New Resolution on Social Policies for 2023-2030 with vision to 2045 will be the overarching framework for Viet Nam to reform its social protection system towards an inclusive, gender responsive and integrated social protection system, which increase the coverage expansion of the SP system for more people, especially those at risk of being left behind.
