Outcome achieved

1. The first social security scheme on employment injury protection (on a pilot format) has been operationalized by the Ministry of Labour and Employment (MOLE) since 21 June 2022 for 4 million workers in the Ready Made Garments (RMG) sector under the tripartite governance board and contribution from 19 international brands. 2. Government of Bangladesh (MOLE) on 1 September 2022 adopted amendments in Bangladesh Labour Rules (BLR) 2015 to allow for the establishment of separate governance mechanism and opening of separate accounts for the employment injury scheme Pilot. 3. The government (MOLE) implemented an employment retention through subsidy disbursement model in August 2022 and provided a one-off payment to employers to subsidize job retention for 1 or 2 months around June 2022 for 90,692 workers in 223 SME-RMG factories under unemployment protection programme.

ILO's contribution to the outcome

1. ILO supported MOLE to develop a framework for the Employment Injury Scheme (EIS) pilot, organized 8 tripartite consultations, and 52 bilateral meetings with government, employers, and workers on different issues for EIS operationalization. 2. ILO supported employers and workers to develop a set of recommendations for amendments within Bangladesh labour Rules for EIS through at-least 6 consultations during 2022-23. A detailed framework on implementation of EIS pilot was developed by the ILO which was the basis for tripartite consultation. These were endorsed by the tripartite partners on 10 March 2022. 3.WIth funding support from the government of Germany (BMZ), the ILO supported the development of an employment retention through subsidy programme for unemployment protection of workers due to the consequences of the COVID-19 pandemic on the on labour market. Two Capacity building trainings and seminars organized on Social Protection and Public Finance Management funded by European Union (EU) for 35 representatives from tripartite constituents during January- March 2022.during 2022-2023. A pre-feasibility study on Unemployment Insurance completed on 31 March 2022.
