The Prime Minister of Viet Nam approved the National Master Plan on Social Assistance Reform (MPSAR) in April 2017. The MPSAR goal is to ensure the right of all citizens to adequate social protection by 2030. It was developed in consultation with a large number of stakeholders including workers’ and employers’ organizations. The MPSAR aims to achieve a high quality and comprehensive national social assistance system that contributes to economic growth, strengthens social cohesion and the national social contract, offers income security to all citizens across the life cycle, and protects the most vulnerable members of the society.
ILO's contribution to the outcome
In 2016, as part of the UN joint support to the development of the MPSAR, the ILO provided technical support to complete a cost estimate of the different measures proposed to improve the social assistance system. The ILO additionally provided inputs to the policy making process, in coordination with other UN agencies. The cost estimate allowed stakeholders to refine the package of social protection benefits included under the MPSAR. In March 2017, the ILO supported a training on social protection administration for staff of central and provincial levels and is now leading the development of a joint UN capacity building programme on social protection. Seventy-two participants, including 31 female and 36 male staff from central and provincial levels, reported that they improved their knowledge on social protection administration as a result of the training. The ILO supported the drafting process and the consultations on the Plan of Action for the implementation of the MPSAR (provincial workshops were between May–June 2017).
Gender equality & non-discrimination
The MPSAR includes a strong component on protection for vulnerable members of society, with a focus on non-discrimination of ethnic minorities and the marginalized mountain-dwelling population.Impacts
