Outcome achieved

In May 2022, the Social Security Corporation, which is a public institution in charge of social security administration in Jordan, established and operationalized a dedicated fund called Estidama++ for the extension of social security coverage to vulnerable workers and which has the objective of supporting the transition of 13,000 workers from the informal to formal economy in Jordan. The fund developed and adapted outreach, registration, implementation and monitoring systems to the specific needs of the informal vulnerable workers, including expatriate workers and refugees. The fund also developed an e-services platform, a digital payment system, and an enhancement of the user experience.

ILO's contribution to the outcome

With the support from the Netherlands, Norway, United Kingdom, and the European Union, the ILO provided technical and managerial advisory services to the Social Security Corporation and ILO constituents in Jordan regarding the design, implementation, and regular evaluation of the Estidama++ fund. The latter's establishment allowed ILO to assist the Social Security Corporation in streamlining their operational procedures, internal and external communications and the capacity of employees to better extend social security to non-Jordanians. The ILO funded research on policy coherence between social security and labour regulations for refugees, assessment of labour and social protection gaps for platform workers and recommendations to better facilitate the transition from social assistance to social insurance based on international best practices.
