Outcome achieved

(1) The Social Protection Floor (SPF) for the Philippines was adopted on 20 April 2023 by the National Economic and Development Authority (NEDA) Board chaired by President Ferdinand Marcos Jr. The SPF recommendations were drafted in consultation with the Tripartite Executive Committee (TEC) of the National Tripartite Industrial Peace Council (NTIPC). Key SPF recommendations include ensuring the full implementation of Universal Health Care act, enhancing benefits of existing programmes (i.e. unemployment insurance, livelihood programmes, reintegration programmes and portability of benefits for Filipino migrant workers, insurance subsidy for workers in the informal sector), extending coverage of social pension and conditional cash transfer children beneficiaries under Pantawid Pamilyang Pilipino Program (4Ps); addressing administrative issues in benefit payments; and including special programmes in times of emergencies. Moreover, the Philippine Development Plan (PDP) 2023-28 includes as one of its key strategies to strengthen social protection the establishment of a standard menu of rationalized programs for the social protection floor guarantees. (2) The Social Protection Plan 2023-28 for the Philippines was adopted on 27 July 2023, by the Social Development Committee at Cabinet level which is chaired by President Ferdinand Marcos Jr. The Plan includes as its first strategic focus "Implementing the Social Protection Floor". This will include the implementation of strategic initiatives to ensure comprehensive income security and universal health care for all children, active age and elderly, providing everyone guaranteed access to a menu of SP programs during various life-cycle shocks and risks.

ILO's contribution to the outcome

For Results 1 and 2: The ILO provided technical advisory services in the updating of the Social Protection Floor assessment matrices as well as the conduct of sectoral and multi-stakeholder consultations from 2018 to 2022. Consultations included workers’ and employers’ organizations as well as six (6) Basic Sectoral Councils of the National Anti-Poverty Commission (NAPC). The results of the Assessment Based National Dialogue exercise, facilitated by the ILO, from 2014 to 2016 also served as a major input in the updating exercise towards the finalization of the elements of the proposed social protection floor in the Philippines.

Gender equality & non-discrimination

The approved Social Protection Floor includes responsive recommendations to address social protection policy gaps and implementation issues faced by vulnerable groups such as teenage mothers and their children and persons with disabilities, with special mention of persons with work related disabilities (PWRDs) and children with disabilities.
