Outcome achieved

1) To strengthen the delivery of social security, the SSF formalized a revised Communications and Outreach Strategy in 2022. The strategy proposes communication and outreach methods to improve communication and visibility of the various schemes under the SSF and improve and expand registration of employers and employees. Based on the strategy, the SSF developed communications content that ranges from videos and public service announcements aimed to educate the public on the schemes and based on the communications and outreach methos proposed by the Strategy. 2) The SSF completed its first actuarial valuation in May 2023 aiming at drawing evidence to ensure the Fund's sustainability. It has thus implemented the legal requirement to ensure the monitoring of the financial sustainability of the social security scheme system and the policy measures to adopt to ensure its long-term financial sustainability. The valuation is also intended to further policy dialogue around the continuous development of the SSF's schemes and governance. .

ILO's contribution to the outcome

1) With support from the EU and FCDO, the ILO supported the SSF in the drafting of the communications and outreach strategy. Specifically, the ILO provided technical assistance to conduct stakeholder mapping and identification of communication objectives for each targeted audience at the national and local levels through a participatory meeting with the SSF team and series of consultations with potential stakeholders. The outcomes from the participatory meetings and consultations were the main inputs in developing the communications and outreach strategy. 2) With support from the EU, the ILO supported the SSF in conducting its first actuarial valuation and provided the necessary technical expertise. ILO also conducted actuarial valuation training for the SSF team to build actuarial and statistical, as well as administrative and operational capacity for future actuarial valuations and social security reforms.

Gender equality & non-discrimination

The work to strengthen communication and outreach of the contribution-based social security for workers will aim to ensure improved gender equality in social protection coverage. Moreover, the extension of contribution-based social security can significantly improve the coverage of women, as they are overly represented in informal and vulnerable jobs. The support the Project is providing in the design and implementation of the schemes for informal and self-employed workers is through a gender-sensitive lens, particularly advocating for the inclusion of maternity benefits in the scheme package. Likewise, the analytical and research works, including policy briefs include gender and child-friendly lens for strengthening advocacy towards inclusive social protection. The series of studies on the state of social protection floors in Nepal will include a dedicated gender-gap analysis.
