Outcome achieved
A road map for implementation of a national social protection floor (SPF) was developed and endorsed by tripartite constituents in May 2017. The road map includes:
(a) a social protection mapping and gaps assessment;
(b) an impact assessment of the current and proposed social protection schemes on poverty and vulnerability;
(c) a fiscal space analysis with a view to financing a national SPF in Jordan; and
(d) a costing study which assesses the costs of closing the social protection coverage gaps and the progressive implementation of the different elements of a national SPF for Jordan.
2. A report on universal health care was updated and endorsed by the Tripartite Board of Directors of the Social Security Corporation (SSC) in 2016, to inform the initiative for the extension of universal health care coverage in Jordan.
ILO's contribution to the outcome
The ILO, with RBSA funds [JOR/15/05/RBS], finalized several SPF focused studies in May 2017, which served as guidance for the SPF in Jordan. These studies provided Jordanian tripartite constituents and policy makers with solid arguments and proper tools to move forward with the implementation of a national SPF. The ILO also organized a series of round table meetings to present and discuss the findings and assumptions of the SPF studies in order to then agree on the reform scenarios and the next steps towards the implementation of a national SPF in Jordan. These round table meetings were held separately for the Government, employers’ and workers’ organizations, NGOs, and UN agencies (April 2017). The ILO also strengthened the capacities of its tripartite constituents on the implementation of Social Protection Floors Recommendation, 2012 (No. 202), as well as the capacities of the members of the SPF advisory board.
2. The ILO, with funding from the Government of Jordan [JOR/17/04/JOR], collaborated with the SSC by updating in the 2015 ILO report on universal health care, presented to the tripartite constituents in 2016. The report aims to serve as the guiding document for the extension of universal health care in Jordan and provides the SSC and the Government with the basis for informed policy making in the field of health care in Jordan.
