The Royal Government of Cambodia (RGC) promulgated the Sub-Decree on Conditions, Formalities and Procedures for Implementing the Voluntary Social Security Scheme on Healthcare on 28 August 2023. This Sub-Decree provides the legal basis for the creation of a Voluntary Social Security Scheme on Healthcare to cover self-employed individuals and dependents of NSSF members including their spouses and children under the age of 18. The scheme was operational from 1st November 2023 and social security coverage is plausible for an estimated 2.9 million self-employed persons, and 5.7 million children, albeit voluntarily.ILO's contribution to the outcome
With the financial support of the EU and UN, ILO has provided technical support to the RGC on the conceptualization, evidence gathering, advocacy, and facilitation of social dialogue, design, and drafting of the policy. This includes defining the context and the needs, reviewing the National Health Insurance, providing technical support towards the definition of dependents, costing of the scheme and the contribution rates, and facilitating social dialogue between the Government and social partners. ILO's technical inputs and recommendations were largely taken on board with the exception on the voluntary nature of the scheme. The RGC decided to start with a voluntary scheme before transitioning to a mandatory scheme.SDG
