Outcome achieved
1. In May 2022, the President of Nigeria signed into law the National Health Insurance Act (NHIA) making health insurance mandatory for all Nigerians including workers in the informal economy. The law guided by C102 and R202 principle of universality led to the establishment of the Group, Individual, and Family Social Health Insurance Programme (GIFSHIP) in June 2022. The new scheme removes the administrative bottleneck faced by informal workers in accessing health insurance. The new scheme had reached 80,145 workers in June 2023
2. The Government of Nigeria adopted the revised the National Social Protection Policy (2021-25) in December 2022 as approved by the Federal Executive Council (FEC). The revised policy was developed through the Ministry of Budget, National Planning and Finance through the Social Protection Technical Working Group (TWG), which includes representatives from the Federal Ministry of Labour, social partners, and other relevant stakeholders.. This policy establishes a national framework for Universal Social Protection in Nigeria and includes a costed implementation plan and a Monitoring and Evaluation Framework. As a result of the adoption of this policy, the Basic Healthcare Provision Fund (BHCPF) was operationalized. In June 2023, this fund succeeded in offering non-contributory social health protection to over 1,000,000 individuals .
ILO's contribution to the outcome
1. The International Labour Organization (ILO) provided technical support for the drafting of the new NHIA. In January 2022, the ILO engaged the services of a skilled national and international consultant to lead the research, particularly focusing on a diagnostic study of the National Health Insurance Authority. From the very inception of the drafting, the Between January 2022 to May 2022, The ILO coordinated various workshops, including the validation meeting of the diagnostic study with relevant stakeholders including workers and employers. Government officials, social partners, and other stakeholders gained valuable knowledge through an e-learning training course on social health protection. This comprehensive course, hosted by the International Training Centre of the ILO, included customized components specifically designed for participants from Nigeria during May/June 2022.
2. The ILO played a vital role in revising the 2017 National Social Protection Policy by providing valuable input, feedback, and comments. In addition support was also provided to the Federal Ministry of Budget and National Planning in conducting stakeholder consultations, including organizing meetings of the Technical Working Group.
To help determine the policy's cost, the ILO engaged a skilled national consultant who utilized the ILO Rapid Assessment Protocol (RAP).
In order to promote the engagement of social partners in the area of social protection, the ILO conducted dedicated capacity building activities for the Social Protection TWG in June 2022.
