Outcome achieved

On 22 March 2023, the Government has adopted measures to increase maternity benefits starting from January 2024 which will impact approximately 10% of women (Resolution of the Cabinet of Ministers 151). This was based on results of the Consultative design workshops, facilitated by the ILO, during which schemes for maternity benefits for informal workers of Kyrgyzstan were discussed.

ILO's contribution to the outcome

ILO developed evidence an Informality diagnostics and options for social protection extension with a focus on maternity and employment benefits to informal workers validated in March 2023.

Gender equality & non-discrimination

According to the 2021 data of the National Statistical Committee, 198,000 persons with disabilities (of whom 40% are women and girls) or approximately 3 percent of the total population of Kyrgyzstan lived with some type of disability. The number of registered persons with disabilities has increased by 10.5 percent but the share is at 4% of population which is well below world average. This points to a lack of awareness about rights of PwD, lack of coverage with and access to information and services and stigma associated with disability and effective exclusion of significant share of population. Social protection that ensures income security and services has been identified as an entry point for a twin track approach to inclusion of PwD (including women who still face challenges in equal access to the labour market, education and justice). It makes a significant contribution to breaking the vicious circle of discrimination of PwD. It also demonstrates the economic and social gains of their full inclusion for the whole of society.
