Outcome achieved

In November 2022, the first actuarial valuation of the General Healthcare System (GHS), since its inception in June 2019, was endorsed by the Board of Directors of the Health Insurance Organisation (HIO), the membership of which includes tripartite stakeholders. The above valuation enabled social dialogue and evidence-based consultations on the extension of healthcare coverage through the introduction of new innovative services, particularly in the areas of inpatient care, pharmaceuticals and laboratories, while ensuring a financially and fiscally sustainable GHS.

ILO's contribution to the outcome

The ILO supported the conduct of the first actuarial valuation through the set-up of an ILO customised methodological and actuarial modelling framework infrastructure, as well as the establishment of quality standards, ensuring professional independence and compliance with actuarial professional standards, and thus contributing towards the establishment of a high level of public trust. In addition, the ILO contributed towards building national actuarial and analytical capacities, through the provision of technical guidance and access to the use of the relevant ILO technical tools and methodologies, in order to support effective anticipation of policy changes.
