Outcome achieved

1. In January 2023, a report on extension of fiscal space for investments in social protection was validated and adopted by the members of the Social Protection Technical Working Committee during a two-day workshop convened by the Ministry of Budget and National Planning. The report identifies innovative financing mechanisms for social protection. The adoption of the report led to the introduction effective 1 April 2022 of measures to increase the existing tobacco tax to 30 per cent and to establish a N10 per litre rate for a new Sugar Sweetened Beverages (SBB) tax in the Fiscal Policy Measures 2022 with the ultimate goal of increasing public expenditure on health, education, and social protection. 2. In May 2023, the Kaduna State Healthcare Management Agency adopted a new MIS to digitise its business process, the adopted system has led to the reduction in administrative process for registration, which in turn led to increase in social health protection coverage for 5,040 (2,369 male and 2,671 Female) workers in the informal economy.

ILO's contribution to the outcome

1. The ILO provided technical support for the costing and fiscal space assessment of the social protection initiative. In May 2022, The ILO engaged the services of a skilled National consultant to lead the research, particularly focusing on identifying fiscal space for social protection. From the very inception of the study, the ILO took responsibility for coordinating various workshops, including the crucial validation meeting. 2. Furthermore, ILO’s active involvement extended to supporting the adoption of the open IMIS platform. To achieve this, ILO collaborated with an IT firm to customize the newly adopted MIS tool. Throughout the process, with participation of KADCHMA technical staff and representative of healthcare providers the ILO facilitated twenty workshops and technical sessions with a total of 10 participants held between June 2022 and May 2023. These sessions provided invaluable support to the technical team in successfully customizing the system.
