Outcome achieved

The government of Kyrgyzstan adopted measures in June/July 2022 increasing the level of disability benefits which will impact approximately 203,000 people with disabilities. This followed-up from a reinvigoration of interventions by the Government of Kyrgyzstan and social partners in collaboration with UNCT to improve the national social protection system, social protection system financing, coverage of workers in the informal economy with social protection and inclusion of persons with disabilities. The assessment of the national social protection system provided by the ILO, UNICEF, World Food Programme and the World Bank to the Ministry of Labour, Social Security and Migration (MLSSM), contributed to the raising of the disability benefits and is a starting point for design of national social protection strategy. It has also led the government to develop new measures to reform the pension system, and the Ministry of Economy has initiated the process of drafting a national strategy supporting the transition from the informal to formal economy which will include measures for extension of social protection coverage.

ILO's contribution to the outcome

ILO contributed to Government's and social partner's efforts by creating synergies between different policy design processes and co-facilitating them, providing background analysis and options for change and capacity building of constituents. This included: (a) validated evidence for increase of social protection benefits towards adequacy in line with C 102 and three trainings (September 2022, March and June 2023) for a total of 60 staff from MLSSM, Ministry of Finance (MoF), social partners and organisations of Persons with Disability, of which approximately 45 % were women on social protection budgeting and financing and extra cost of disability resulting in a guide for participatory budgeting; (b) Mobile application: Rights and Access to Employment and Social Protection in use; (c) review of legislation vis-a-vis C 102 validated; (d) Social protection system diagnostics using the Inter-agency Social Protection Assessment ISPA CODI tool with the Ministry of Labour, Social Security and Migration in partnership with UNICEF, WFP and WB.

Gender equality & non-discrimination

According to the 2021 data of the National Statistical Committee, 198,000 persons with disabilities (of whom 40% are women and girls) or approximately 3 percent of the total population of Kyrgyzstan lived with some type of disability. The number of registered persons with disabilities has increased by 10.5 percent but the share is at 4% of population which is well below world average. This points to a lack of awareness about rights of PwD, lack of coverage with and access to information and services and stigma associated with disability and effective exclusion of significant share of population. Social protection that ensures income security and services has been identified as an entry point for a twin track approach to inclusion of PwD (including women who still face challenges in equal access to the labour market, education and justice). It makes a significant contribution to breaking the vicious circle of discrimination of PwD. It also demonstrates the economic and social gains of their full inclusion for the whole of society.
