Outcome achieved

On November 1, 2023, the Parliament of the United Republic of Tanzania enacted the Universal Health Insurance Bill, a fundamental legislation aimed at ensuring universal access to healthcare services for all citizens through a comprehensive health insurance system. The Universal Health Insurance bill was signed a law and become effective on 6 December 2023. The Universal health insurance which aligns with the international labour standard assigns the Tanzania Insurance Regulatory Authority (TIRA) to oversees and manages the health insurance system. It is obligatory coverage for all citizens and establishes the National Health Insurance Fund. It permits registration of private health insurance schemes for both formal private and informal sectors and standardises benefits package. It provides for sources and financing of healthcare for the poor households,

ILO's contribution to the outcome

For many years and more so, in previous biennium 2020-21, the ILO provided technical and financial support to the government of Tanzania to to establish universal health coverage (UHC). It is during 2020-21 bienium when the UHC bill was cleared for discussion and endorsement by the Parliament of Tanzania paving a way for a single National Health Insurance Fund mandated to provide health insurance to all Tanzanians including vulnerable groups and infomal sector. The ILO supported the government of Tanzania and Tripartite partners to conduct actuarial studies of the National Health Insurance Fund (NHIF), Community Health Fund (CHF) and Workers Compensation Fund (WCF) as well as the feasibility studies with a focus on; affordability, merging of the three institutions and administrative options of the single National Health Insurance Fund. The reports came up with findings and recommendations that informed the government, tripartite partners and other key stakeholders to come up with feasible options for establishment and management of the UHC initiative.
