The Social Security Fund (SSF) has implemented the Social Security Schemes Operational Directives and established an ICT system

Outcome achieved

1.The Social Security Fund (SSF) has formulated the Social Security Schemes Operational Directives (“Directives”) to operate the Social Security Schemes pursuant to Section 10 of the Social Security Act. The Directive has been approved by the Ministry of Labor, Employment and Social Security ( MOLESS) on November 22, 2018. The Social Security Schemes Operational Directives, 2075 have been effective since November 22, 2018. The Social Security Fund has finalised its organisational plan, and hired officials as per the plan . SSF has established an ICT system. The system has been designed and operationalised for the registration of employees and employers, contribution collection, benefit distribution and regular report generation. As of today 4,300 employers and 33,400 employees have enrolled with the SSF

ILO's contribution to the outcome

1. A team composed of international and national experts on social protection administration, labour laws and IT, provided by the ILO for one year in 2018/19 under the DFID funded SEP project provided technical assistance to SSF operation and management. The ILO led experts report, with recommendations on organigram and human resource development, organisational plan, administrative infrastructure, IT system development plan, schemes development and necessary improvements in legal frameworks has been a key output in addition to day–to-day advisory support to improve the SSF operation and management. 2. The DFID funded ILO (SEP) project provided financial support to Employers’ and Workers’ Organisations for national campaign to encourage the enrolment of their respective members with the SSF.
