The social insurance law has been agreed by tripartite stakeholders

Outcome achieved

The Government of Iraq, in collaboration with the social partners and civil society organizations, has prepared a comprehensive policy recommendation for the reform of the social security system in terms of merging the public and private sector systems. The comprehensive policy recommendations were based on ILO’s Convention 102 and international good practices. The comprehensive policy recommendations addressed gender equality and non-discrimination. The policy recommendation for the progressive reform of the social security system and expansion of coverage for most vulnerable workers to include informal workers contributes to enhancing shock-responsiveness of the social protection system in Iraq, including in relation of climate change related shocks (e.g. informal workers most affected by livelihoods vulnerabilities associated with extreme weather conditions).

ILO's contribution to the outcome

With RBSA funding, the ILO conducted in 2018 tailor-made capacity building workshops on ILO’s actuarial valuation model and on legal drafting of social insurance law. The ILO also developed an actuarial valuation of the long-term benefits under the draft social insurance law finalized in January 2018. The ILO developed a legal assessment report for the draft unified social insurance law and assisted tripartite stakeholders in drafting the revised unified social insurance law. Finally, the ILO convened a forum for Iraqi stakeholder where they presented the final version of the actuarial valuation, the legal assessment and the review of the draft law in March 2018. In this forum, the tripartite stakeholders agreed on the final version of the social insurance law for public and private sectors. The ILO ensured that the revised version of the law was in line with ILO Convention 102. The law in this case does not have any implications on environmental sustainability or climate change. The ILO ensured that the revised version of the law took into account gender equality and non-discrimination considerations.
