The design for the first ever One-Window-Operation for Social Protection in Pakistan was developed in Khyber Pukhtunkhwa (KP) Province. During 201617 the One-Window-Operation for Social Protection was piloted in two districts.

Outcome achieved

The design for the first ever One-Window-Operation for Social Protection in Pakistan was developed in Khyber Pukhtunkhwa (KP) Province. During 2016–17 the One-Window-Operation for Social Protection was piloted in two districts, Nowshera and Dir-Lower. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the ILO and the Sustainable Development Unit (SDU) of the KP Province are collaborating to complete the pilot and draw lessons learned to inform the development of a model for the gradual replication and expansion of the social protection system to the informal economy. The One-Window-Operation for Social Protection reflects and promotes the guidance of ILO’s Social Protection Floors Recommendation, 2012 (No. 202), in particular the principle on coherence across institutions responsible for delivery of social protection (para. 3 (m)); and on ensuring coordination with other policies that enhance formal employment, income generation, education, literacy, vocational training, skills and employability (para 10 (c)).

ILO's contribution to the outcome

The ILO supported the piloting of the coordinated social protection system with RBSA funds [PAK/16/01/RBS], as well as through consultations among key stakeholders. Technical consultants supervised by the ILO developed the Management Information System (MIS), an important component of the One-Window-Operation for Social Protection KP Province. The technical consultants conducted fieldwork on vulnerability, MIS data collection, and were tasked with designing, developing and piloting the social protection system.
