ILO's contribution to the outcome
The ILO, with RBSA support [LBN/16/01/RBS], provided comprehensive assistance to its tripartite constituents, including:
(a) provision of an updated actuarial valuation for the reform of the end-of-service indemnity into a pension scheme (November 2017);
(b) a Technical Report containing a legal assessment of the new draft pension legislation, in light of ILO social security standards, in particular the Social Security (Minimum Standards) Convention, 1952 (No. 102) and worldwide good practices (November 2017);
(c) two capacity building workshops with tripartite constituents and selected Parliamentarians on social security principles, policies, financing, and discussion on the ILO’s comments on the draft pension legislation. (September 2016 and November 2016); and
(d) a tailor-made capacity building workshop for the members of the General Confederation of Lebanese Workers, on legal drafting and Convention No. 102 and Recommendation No. 202 in December 2017 (40 participants) organized by the ILO jointly with the president of the General Confederation of Lebanese Workers. This high-level workshop included a Parliamentarian minister, and the Director General of the National Social Security Fund. The ILO presented its legal comments on the proposed draft pension and social protection law.
