Outcome achieved

The Ministry of Social Welfare, Relief and Resettlement (MOSWRR) launched in February 2017 the Maternal and Child Cash Transfer Programme in Chin State, Rakhine State and Naga Autonomous region, with combined funding from the national Government and the development partners. This programme is in line with the National Social Protection Strategy which benefitted from the policy recommendations developed as part of the Assessment-Based National Dialogue (ABND) process that was conducted in 2013–14. In addition, the MOSWRR also launched the following measures: - A monthly social pension of MMK 10,000 (Myanmar Kyats) was introduced for persons aged 90 years and over with funding from the national Government; and - The Department of Social Welfare rolled out case management in an additional 60 townships, and deployed trained social workers in an additional 33 townships.

ILO's contribution to the outcome

As part of its technical support to Myanmar, and as a member of the Technical Support Group (TSG) on social protection and the High-Level Advocacy Group on Social Protection chaired by UNICEF and MoSWRR, the ILO has participated in policy and operational discussions to assess the social protection situation in Myanmar. This technical support was aimed at identifying policy gaps and implementation issues (using the ILO ABND methodology). The ILO also followed up on the policy recommendations made for a comprehensive social protection floor as outlined in the National Social Protection Strategy.
