The Government implemented measures through several Presidential Decrees in July and August 2020 and August 2021 to mitigate the COVID-19 impact on the most vulnerable and workers who lost their jobs. This included a) the extension of social assistance benefits from 700,000 to 1.25 million families, b) the increase in the unemployment benefits to a minimum of 50% of the average wage at the former workplace, but no less than the minimum national wage; c) assessment of groups of informal workers who could join the existing unemployment insurance scheme; and d) strengthening of the capacity of 50 staff in the Ministry of Finance, Ministry of Employment and Labour Relations and the Pensions Fund to manage social protection policy design and delivery.ILO's contribution to the outcome
ILO contributed by: i. facilitating the participatory process with republican working group (consisting of ministers and deputy ministers) and five thematic working groups and social partners (terms of reference, briefing notes and meeting minutes available upon request) ii. preparing technical reports analysing the social protection system, schemes, impact of COVID-19, costing and fiscal space identification, which resulted in the extension of benefits, extension of coverage and improvement of delivery; iii. in capacity development of constituents to apply social security standards into policy making (10 webinars) iv. preparing policy briefs and infographics on the extension of unemployment insurance coverage. The UN Joint Programme also supported introduction of Single Registry for social protection system and institutional reform – identification and creation of single entity to manage social protection system.Gender equality & non-discrimination
The National Social Protection Strategy includes measures that take into consideration gender equality and gender equity. This relates to pension systems, maternity and access to labour market policies. Various trainings were organized for constituents on fundamentals, maternity, gender responsive budgeting and equality in the world of work.Partnerships
