Background on South-South Cooperation in Social Security
- Between 2006 and 2008, the ILO and Brazil jointly organize various seminars and courses for Portuguese-speaking African countries on the formulation of policies and on the management of social protection schemes, which take place at the International Training Centre of the ILO in Turin and in Brazil.
- The positive outcomes of these events result in the signature in March 2008 of the Statement of Intent between Brazil and the ILO (Protocolo de Intenções entre Brasil e OIT), which aims at cooperating in the field of social security and promoting support activities to the Community of Portuguese Speaking Countries (CPLP).
- In May 2008, the "I Encontro Latino-Americano de Dirigentes de Regimes de Previdência Social para Servidores Públicos" (I Latin American Meeting of Managers of Social Protection Schemes for Public Servants) is held in Belo Horizonte, as well as a technical visit in Belém do Pará in July 2008 on the extension of social protection coverage to rural workers in the Amazon region.
- In March 2009, the ILO Director General and the Minister of External Relations of Brazil sign a new complementary agreement in order to intensify technical cooperation among developing countries, and to promote the exchange of experiences and good practices on the extension of social protection and on the fight against poverty and child labour.
- In June 2009, the Brazilian Cooperation Agency (Agência Brasileira de Cooperação, ABC) and the ILO sign a specific agreement with the goal of establishing a South-South Cooperation programme in the field of social security.
- During the International Labour Conference in June 2009, former President Lula Da Silva and the Minister of Social Protection of Brazil deposit the instrument of ratification of the Social Security (Minimum Standards) Convention, 1952 (No. 102).
- From February to March 2010, the ILO Office in Brazil:
- participates in a meeting of the Community of Portuguese Speaking Countries (CPLP) in Fortaleza
- develops the work plan of the Alliance Program Brazil-ILO for the Promotion of South-South Cooperation in Social Security (October 2009 – December 2013). In the framework of this work plan, two triangular missions to Timor-Leste and Paraguay are carried out (carried out in April and August 2010, respectively)
- undertakes the systematization and publication of good practices and lessons learned in Brazil in the field of social security, including social protection in rural areas in Brazil, among others.
The South-South Cooperation country-projects in social security implemented in Timor-Leste and Paraguay were launched in the framework of the Alliance Program Brazil-ILO for the Promotion of South-South Cooperation in Social Security of 2009.
