Island consultations
DOLE Administrative Order 112-15 stipulated the conduct of three island-wide consultations for validation of the matrix at the local level. The consultations took place in the three island groups of the Philippines, namely Visayas, Luzon and Mindanao. Their aim was to obtain inputs from Regional Development Councils (RDCs), Regional Tripartite Industrial Peace Councils (RTIPCs), regional offices of DOLE, NEDA, DSWD, NAPC, Department of the Interior and Local Government (DILG), SSS, GSIS, PhilHealth, employer and worker organizations, and civil society groups on gaps and challenges faced in the three island groups and how they can be addressed. During the consultations, participants validated and added their inputs to the matrix prepared by the CG.
Visayas Consultation
The consultation was hosted by the DOLE office of Region VI and took place in Iloilo city during 18-19 March 2015.

Luzon Consultation
The consultation was hosted by the DOLE office of Region III and took place in Clark during 30-31 March 2015.
