A South-South expert mission to support the implementation of the NSPS
Supporting the design of the PEOPLE Service
Mrs Vandana Singh, an experience social protection specialist who has been leading the design and establishment of Samajik Suvidha Sangam in Delhi, was invited to Phnom Penh on 24-27th April 2012 for an advisory and knowledge sharing mission in the framework of the design of the social protection delivery system in Cambodia, also called the PEOPLE Service.

Samajik Suvidha Sangam, an initiative of the Delhi Government
The Delhi Government implemented a coordinated social protection delivery mechanism, the Samajik Suvidha Sangam. It consists of a Single Window Delivery system, through an Interdepartmental collaboration and a public private community partnership for urban poor centered on women. NGOs are hired to register beneficiaries and deliver a biometric smart card which enables them to access 45 social protection programs. A common interface between the different information systems of the line-ministries is being used to ensure coordination between all the programs. This initiative has won the United Nations Public Service Award 2011 for “Improving Delivery of Public Services”. This experience offers valuable South-south exchange opportunity for Cambodia.
Objectives of the mission
The purpose of the mission was two-fold:

Share the experience of Samajik Suvisha Sangam success story to a selected number of line-ministries and Development Partners at national level,

Explore how an equivalent coordination and delivery system could be implemented in Cambodia, through bilateral working sessions with selected stakeholders and a workshop with the Social Protection Inter-Ministerial Technical Working Group.
